In Memoriam
On this page of the Borderlands 2 game guide, you will find a detailed description of the side mission called In Memoriam. You can start this quest at the Sanctuary location after completing the main mission called A Dam Fine Rescue.
The Sanctuary

After talking to Lilith at Roland’s hideout and accepting the mission, head to Three Horns Divide using Fast Travel. Now go to Ball’s camp and kill him. You will find an ECHO Recorder next to his corpse. Pick it up.
After listening to the message, you will need to find three more recordings. Go to the first bandit camp. Before entering from the right side, knock down the anchor shown in the screenshot above by shooting at the marked point. After it hits the ground, take the attached ECHO Recorder.
Now head to the place marked on the map and turn the valve as shown in the screenshot. The ECHO Recorder will be dropped to the ground next to you.
Another ECHO Recorder can be found in the southern part of the map. Once you are under the pipes, you should see the container shown in the screenshot. Climb on it, jump forward and climb onto another container.
Turn right and jump onto the stairs above.
When you are at the top, turn right and you will find an ECHO Recorder on the column. You can now return to Lilith in the Sanctuary to complete the mission.
There is no vacancy

Valley of the Three Horns
1) Bulletin board
2) Steam pump
3) Central steam pump
4) Southern steam pump
5) Frozen pump
Come to the Bounty Board and take the ECHO Recorder to start this mission. Now head to the valley by the pump and use it. You will need to collect the spare parts to repair the pump.
Start by heading towards the pump in the middle of the map and shoot at the ladder shown in the screenshot to lower it.
Climb to the top and grab the steam valve.
Now move to the south pump. As soon as you get to it, it turns out that the Capacitor was taken by the Skegs. Kill them until one of them drops the part you are looking for.
Head to the east pump and kill the Bullymong that holds the Gearbox. After collecting all the parts, return to the pump by the bulletin board.
Place the parts in the marked places. To get to the top level, use the stairs shown in the screenshot. After you install the last part, turn the valve to start the pump and complete the mission.
